This article aims to bring theoretical and methodological approaches between Mikhail Bakhtin’s Circle and the Policy Cycle Approach developed by the English sociologist Stephen Ball and collaborators, with regards to the understanding of implementation policies in the field of education. Bakhtin's Circle perspective bases itself on a conception of language that is constituted by/in the relationship with the social structure and can only be understood as an ideological and dialogical event in the flow of history. For Ball and collaborators, there is a process of recontextualizing policies, which are composed of arenas of meanings and negotiations. Transcending the idea that the production of politics occurs apart from the concrete life of the subjects’ discursive production along with their social groups and the processes that legitimize them confirms the closeness of some concepts that support the perspective of language in Bakhtin to the cycle of policies organized by Ball. We argue that the architecture of language and human sciences in Bakhtin, dialoguing with concepts from his circle towards Ball's policy cycle, mainly in the conception of politics as discourse, can guide the focus to analyze the implementation of policies in the field of education.
