This study presents an analysis of bilingual education in Brazil, starting from conceptual and normative aspects, with emphasis on the recent changes in the National Curriculum Guidelines approved in 2020 by the National Council of Education and the Chamber of Basic Education, in which Plurilingual Education is now offered. Based on the need to investigate the speeches propagated for the formation of the bilingual subject in the school context, we intend to understand the conceptions of bilingual education in the view of researchers and in the legislation of the Brazilian educational policy, in order to identify concepts and legal parameters that guide the implementation of self-named bilingual schools. This is a bibliographic and documental research that verified the conception of bilingual education through the proposal of the National Curricular Guidelines for the offer of Multilingual Education, approved through Technical Opinion No. 2/2020 - CNE/CEB. Our inferences point to conceptual and classificatory aspects that indicate a model focused on the development of language skills, deviating from social and cultural issues that inspired the emergence of bilingual education and its expansion around the world.
