This article aims to present an analysis of the concept of lifelong learning, in view of its prediction expressed in the National Policy on Special Education: Equitable, Inclusive and with Lifelong Learning (PNEE-2020) and Decree n. 10.502 of September 30, 2020, recently revoked by Decree n. 11.370 of January 1, 2023, by the Lula government. The research was developed using a qualitative approach and documental analysis, based on normative and guiding documents for special education. It seeks to identify the foundations of lifelong learning, established in the decree, especially when such a concept also arises, within the scope of brazilian special education. It was possible to understand the historical aspects and their significance from their appearance in Brazilian legislation, which has been demonstrating tensions, given the repercussion of the theme. Debates related to polysemic concepts stand out, with the continuity of the usual ways of understanding the target audience of special education, with vague definitions, without specifying how and in what way it will be implemented.
