We aim to analyze the enunciative correlations between democratic management and youth and adult education in the Municipal Education Plan of João Pessoa. We engage in dialogue with theoretical productions on the subject, present and operate with the methodological notions of discourse and statement from the Foucauldian tradition. We analyze documents circumscribed to the Plan that are related to the research object. The results show that knowledge, the political-pedagogical field, and the subjects of public schools characterize enunciative correlations between democratic management and youth and adult education, woven into a discursive network that affirms education as a universal right, a prerequisite for the construction of citizenship.
