From a theoretical and empirical contextualization on the so-called cultural war that has impacted the country in recent years, the article seeks to highlight literacy as a political-instrumental device of the radical rights to guarantee the full government of childhood and social control. Methodologically, the work develops from post-critical studies, in this case, cartographic. In this reflective context, the text focuses on the approach of rights and, more specifically, on the human right of children to information and access to cultural and symbolic goods, that is, to forms of epistemic justice. Some trends and possible impacts of these policies for deaf and hearing children are presented, in which it stands out the epistemic vulnerability stands out, based on two investigations and with a theoretical basis focused mainly on the perspective of childhood studies, deaf studies, history and philosophy, as well as Freire's conceptions. The work indicates elements on how literacy becomes a powerful political-instrumental device of the government of former president Jair Bolsonaro.
