The literature shows that throughout the history of Brazilian education, youth and adult education (YAE or EJA, in portuguese) occupies a marginal place within public policies. Generally, the modality is relegated to fragmented actions and programs that do not constitute State policies. This paper aimed, through literature and legislation review, to revisit the history of policies focused on EJA from the process of redemocratization, initiated in 1985, up to the present day. The analysis allowed us to reinforce the understanding that the subalternity of the modality is substantially crossed by the lack of adequate financing. Although the right to EJA is guaranteed by the Federal Constitution, it is concluded that this has not yet been concretized, even with the inclusion of the modality in the financing policy. Therefore, a greater commitment is urgently needed from the federated entities, especially from the Union, to ensure this right to the millions of young people and adults who have been denied it.
