This paper problematizes how the Organization of Ibero-American States (OEI, 2011, 2014) the Unesco and the International Bank for Reconstruction and Development (Bird) have influenced the policy for Youth and Adult Education (YAE) in Brazil and Espírito Santo - ES, so that the local policy is carried out as a continuation from the policy aimed at Latin America. We take up the concept of Lifelong Education for debate, which is highlighted in the international texts and is incorporated into national and local policy. We also take Gramsci’s conception of education as a foundation. With a qualitative approach, the methodological option involved document analysis. The analysis of the selected documents reveals that there is mention of the documents produced by the OEI in the ES YAE documents, and this influence is confirmed by the appropriation of some international guidelines, to the detriment of others. The objectives outlined internationally are revealed, in YAE local policy, by the alignment of with the Brazilian Common Core Curriculum, by the insertion of non-standards subjects and by structural changes in the ES YAE, leaving aside policies to prevent school dropout in basic education and to promote educational approaches aiming at a critical and transformative education.
