After the end of World War Two, the western countries felt the need to organize a political order that could provide the right answer to the population's hopes of life improvement, so as to ensure social stability and international coexistence, which were essential for the internal cohesion in each state and for the reinforcement of an economic area grounded on private initiative. Therefore, it was very important the action of international organisms that put forward national policies which aimed to promote social and economic development. Some of these policies have emphasized the need to investment on education, as a needed condition for the development's sustainability. In Latin America, Unesco became the major institution for the increase of studies that aimed to combine the concern towards education with the development desired of that region's countries. This institution became decisive for the creation of the Centro Brasileiro de Pesquisas Educacionais (Barsilian Centre for Educational Research), which accepted some researchers that were concerned with the development of the educational system in relation to the internal and external circumstances. Also in Portugal an educational improvement was projected, taking into consideration the perceptions of international institutions, being a major relevance to the studies carried out by Unesco and the OCDE. Under the infuence of this environment of development, organized according to the guidance of international institutions, a thought that aimed to articulate educational policies with economic development was spread. Taking in consideration this situation on the Western world, we will carry out an analytical dialogue about studies published in Portugal and in Brazil, which in certain way present an analysis that takes into consideration the articulation of development and education.
