This paper presents an analysis of current documents from the World Bank and Inter-American Development Bank (IDB) related to secondary education as well as an analysis of some projects financed by them. It shows that the referred documents keep a discursive continuity in ideological terms in relation to documents published in the 1990s. As a conclusion, some possible scenarios related to the influence of the recommendations and ideas of the World Bank and BID to the policy making process are presented. It indicates there is still a long path to becoming the secondary education as a democratic and universal right, due to the remained weaknesses and limitations of Primary Education and due to the challenges that the universalization of the secondary education poses to educational management of the Latin American countries.
