The paper develops a critical analysis of citizenship, discussing it as possible formative horizon of popular education. The analysis extends to the school education process, putting into crisis the consensus that is the school form the citizen. Below are the historical changes that investigated the concept suffered, explaining its multiple faces in the midst of their political organizations. Relative to the current time, it seeks to demonstrate the citizenship characteristics designed and desired by modern democracies, such as Brazil. The central and motivating question of this study is taken up in the final considerations: can a political and pedagogical concept radically liberating as popular education if beacon-citizen as a formative ideal? The arguments gathered and analyzed throughout the text to the conclusion that for consistency and fidelity, although it should not, as it would against the founding principles of popular education.
