Could we think a “logic of differences” in the public policies for education in the two or three last decades at Brazil? This paper works with the hypothesis that sustains the presence of a “democratic governmentality” in Brazil from the years 1980 to our days. This hypothesis is sustained in the Foucault’s concept of governmentality, with center in the citizenship. Some documents of the public policies in education are investigated, to show the importance of citizenship and the defense of diversity. To oppose this logic of governmentalization of life, that implicates a State control over the individuals, who have the illusion of freedom and autonomy, as “participants” of the political processes, the paper works with conceptual tools of Jacques Rancière, to think politics as happening and democracy as dissent.
