Based on french discours analysis and the subject concept in its theoretical approach, this paper shows a discussion about meaning effects as mass media education’s slogans; furthermore, was analysed the nomination “pacto” among Brazilian official educational programs. For this, many different theoretical approaches were used: paraphrase, discursive memory, discursive event, scholar pedagogical discourse. By the capture subject sustained by slogans and government programs nominations, we concluded that a one-way education remains without a radical break against interpretation schemes in national concept of Education.
