The article discusses the relationships between academic research and government policies. Social and political scenarios are remembered in their influence on the policies in science and technology in Brazil. The decades of 1970 and 1980 are the object in this text who point out changings in the characteristics of the governmental documents and into the definitions of different supports to research and researchers. Official documents are analyzed and else researches on quality about the scientific production in the field of education in the considered period. Point out the strong changes in intentions, perspectives and programs in the passage into the two considered decades. Question if is not necessary today to remember some ideas formulated in that time.
