Abstract

The text aims to present reflections on Special Education policies implemented in the municipality of Xalapa, capital of the State of Veracruz / Mexico. Based on the study of documents and data provided by the Directorate of Special Education of the State of Veracruz we bring questions regarding the organization of spaces and activities developed by the Veracruz public administration in Xalapa. With a view to guaranteeing schooling for students with disabilities and/or with global developmental disorders in Xalapa. Associated with these questions, we also highlight statistical data that show the profiles of students with a diagnosis of disability and/or developmental disorders enrolled in common schools in Xalapa/VER-MEX. From the results, one can note that the administrative practices of Special Education sectors bring political purposes in order to improve conditions for disabled people and/ or people with developmental global disturbances to perform Education in Xalapa. As a general rule, the Special Education services delivered in the context of common education schools constitute an important part for the Special Education Administration’s work in the state of Veracruz. One can highlight that the set of services provided by the public administration in Xalapa, by being articulate with the challenges existing in the schooling continuation by disabled students, signals the importance in considering more and more, and in a systemic way, the experiences of school routine as a reference for the evaluation of educational policies and proposals which have been implemented.
