Abstract

SILVA, Rute Regis de Oliveira da  and  CABRAL NETO, Antônio. Intergovernmental relations and the federative coordination in the articulated actions plan context. Rev. Elet. Educ. [online]. 2018, vol.12, n.3, pp.621-634. ISSN 1982-7199.  https://doi.org/10.14244/198271992878.

This paper is a research paper which analyzed the Articulated Action Plan (PAR) of Natal’s city, capital of the Rio Grande do Norte State, Brazil, in the period from 2007 to 2011. It aims to understand if the formulation and implementation of the PAR, in this city, was based on intergovernmental relations and federative coordination. The research technical procedure were constituted by documental analysis and semi-structured interview. It is concluded that the PAR contributed to the exercise of a more articulated planning between the federated entities and so that the Union could initiate the coordination federative process in the education area through the Ideb regulation, seeking to meet the needs of Cities and States based on the volunteer transfers, thus promoting, even though embryonically, the intergovernmental relations in the Brazilian Federation.

Keywords : Federative coordination; Intergovernmental relations; Articulated Actions Plan.
