This paper aims to analyze the recent tendencies when choosing the school principals considering that since the approval of the Federal Constitution (Brazil) there is the directioning of policies to adopt the democratic management, however, it is possible to note that a lot of school principals still take the charge by means of political indications. This paper will try to answer the following central question: how the process of choosing the school principals is made after adopting the Articulated Actions Plan (PAR)? The methodology used was the documental study of the guidance manuals of the PAR, and of the diagnosis of 10 (ten) cities in the states of Rio Grande do Norte and Pará. 39 (thirty-nine) semi-structured interviews in Pará and 24 (twenty-four) in Rio Grande do Norte, with persons that participated of the PAR’s elaboration on the investigated cities, were also performed. It was possible to conclude that the patrimonial logic still finds breeding ground on the management of schools, and that the absence of legislation to define the principal’s profile and rules to perform direct elections, or of concrete actions to direct the democratization of the school management, allows that the principle of democratic management to be defined only on the constitutional text. On the other hand, the PAR does not contribute for the democratization process, evidence of which being that there is no election with a wide participation of the school community to choose the principals in most of the cities investigated, still predominating the political indications to this day.
