Abstract

This article discusses the relationship between PAR and Ideb as part of the educational policies of the 2000s, which articulate planning and evaluation with the goal of improving educational quality. In this sense, it emphasizes the conception of educational quality that it intends to consolidate through these policies, in the period from 2007 to 2011. For that, data from a network survey are used, collected in municipalities of the states of Rio Grande do Norte and Pará (Brazil). This is a theoretical-empirical research, developed in a dialectical perspective, using bibliographic and documentary analyses as research procedures, as well as semi-structured interviews with workers from the Secretaries of Education of five municipalities in each state. It is understood that both PAR and Ideb are part of a set of conservative policies that, by linking education with economic development, impel in schools a conception of quality based on the meritocratic logic, on the accountability of local subjects for results, and on reduction of curricula according to what is demanded in the evaluations. Therefore, a human and political formation of the students is not prioritized, but the achievement of minimum educational results as it is defended by conservative groups.
