The city of Rio de Janeiro, during the 1920s, was characterized by the implementation of some strategies of government that attempted to undertake an interlacing of circumstances of urban life with the knowledge and practices of the primary education. The article, based on analysis of these issues, focuses on some newspaper reports of the period, discussing some of the efforts that was mobilized by the Instruction Directory for the legitimization for one of the first measures undertaken by the Fernando de Azevedo’s Administration (1927-1930): the school census.
