This article aims at presenting the strategies issued by the reformers of Minas Gerais, in order to bring about pedagogical changes within the boundaries of the State in its rationalizing Project, from 1927 to 1938. To carry out this purpose, educational legislation, presidential messages, texts published in teaching magazines, teachers meetings protocols and reports of the inspectors were picked out. To understand how the school inspector became an agent of the Project, proposed by the State, having as basis the process of organization of the public instruction, a mapping of the main educational reforms of the period was designed, searching for the administrative and pedagogical changes, as well as for the organization of the technical inspection of teaching service and the redefinition of the roles of the school inspector.
