This article aims to compare the institutionalization of primary school in three states, with the aim of issuing a comparative concepts, from the posts of Presidents, noting the categories of analysis that underlie the political ideas of primary school education in the period de1889 1930. And analyze primary school at the beginning of the Republican period, from the Comparative Education in setting educational policy Maranhão, Minas Gerais and Mato Grosso, in the period 1889-1930, through government posts, and also analyze the progress of reforms educational organization of primary education, developed in three states in the installation of school groups being in 1903 in Maranhão, Minas Gerais in 1906 and only in Mato Grosso in 1910. Messages direct speech, political change of the executive branch of government and administrative proceedings involving the categories and intraescolar extraescolar.
