This paper aims to study political and philosophical thoughts that were theoretical to achieve the First Special Education Program contributions. The problem is about the political and educational conditions that the Program was gestated, taking into consideration the theoretical contributions and achievements made by great intellectuals that marked the educational thought at the time. Thus, the method of research was dialectical. The critical theoretical review was accomplished through the bibliographic and documentary research that allow for reflection on the knowledge associated with the topic, approaching the thoughts of Darcy Ribeiro and Anísio Teixeira and with Gramsci's discussions of hegemony and organic intellectuals. In the final remarks, it discusses that both Anísio Teixeira as Darcy Ribeiro were organic intellectuals that influenced the implementation of the First Special Education Program with ideas, propositions and practices that were buoyed in education favoring a more complete formation of the human being.
