This article aims to understand how the state apparatus improves itself in the second half of the nineteenth century in order to provide schools with common pedagogical tools. For this purpose is analyzed the intervention of the first permanent school inspection service created in Portugal according to the reform of the primary education of Antonio Rodrigues Sampaio (Law of 2/5/1878), with a decentralization matrix. The starting point for the creation of inspection services is inserted in a logic for teachers’ surveillance on behalf of the State, related to an attempt to create a pedagogical standardization. Despite the strengthening of the school inspection service in the external control of the Reform, the pedagogical frame remains widely unchanged; the turning point in the system will come with the progressive integration of teachers trained in normal schools.
