The aim of this article is to discuss the proposition of assistance by means of professionalization as a government action in the Federal District during the period between (1910 to 1930). One questions how this public policy is substantiated in the João Alfredo Professional Institute. A professionalizing teaching institution where the young people who were registered in were supposed to be confirmed as disabled ones within an age-group between 12 to 15 years old. The latter had access to work and teaching, on a boarding-school regime, for a period of time that ranged from 4 to 5 years. One has noticed that until 1916, following the tradition of the office corporations, that the teaching through workshops took over with craftsmanship features. From that year on, the process of teaching by sections was introduced, based upon the industrial work, and so was the redefinition of the objectives and methods of this modality of teaching.
