In Argentina, research about agencies, officials and public policy have paid special attention to the Nation State analysis. Therefore, the provinces statehood organization is an area to investigate. This article reconstructs a conflict between officials of the Directorate General for Education and Agriculture Department of the province of Entre Ríos. This episode provides elements for the understanding of different means to develop agricultural expansion in this territory as well as the features of the Province institutional construction between the end of the 19th century and the early years of the 20th. Its conclusion makes it possible to show the progressive importance acquired by educational policy aimed at rural teacher training as agents for the transformation of the rural environment.
