This article analyzes the recognition of youth and adult education (EJA) for people in situation of restriction and deprivation of liberty, as well as their meanings in the social, political and economic development of society. From the critical methodology, the study is characterized as discussion of policies related to Education, Globalization and Neoliberalism, bringing dialogues with Haddad (2014), Dejours (2014), Julião (2014) and other researchers. The results point to the negligence of the State in the minimum attendance of the right to education of people in situation of restriction and deprivation of liberty, an action that interferes in the 62 municipalities of Amazonas.
