Abstract

This text aims to contribute to the popular proactive resistance reflection in the neoconservative and neoliberal public education policies confrontation, evidencing principles, guidelines, concepts, and experiences in the field of emancipatory education. In this way, it analyzes the document published in 2014: "Popular Education Reference Framework for Public Policies", showing elements and contradictions that reveal options regarding the elaboration of educational policies, developed in historical periods that preceded the 2018 presidential election. Using the contributions of Dussel (1986, 1997, 2007) and Freire (1996, 2000, 2005, 2011), recent events and the possibilities of utopian education are taken up, to understand and announce oppositions to education for the subordination of the popular classes as a public education policy and the strengthening of the trade knowledge agenda and negligence of the public, secular, free and social nature of public educational institutions, according to the polls that refer to the election of the president of Brazil for the period from 2019 to 2022.
