The article discusses the Integral Teaching Program - PEI scheme, implemented in São Paulo state network since 2012 as a strategy to guarantee the social right to quality education in public schools. It seeks to demonstrate, based on documental research and literature review, to what extent the PEI approaches or detaches itself from the concept of Integral Education in omni laterality perspective and human emancipation. It was found that the schools that make up the PEI presented better performance in the Basic Education Development Index - Ideb, however, despite some changes, advances regarding integral development of the student in the analyzed perspective are not perceived.
