Abstract

The article analyzed the fulfillment Goal 4 of the National Education Plan in the city of Mangaratiba. The objective was to analyze how the city implements goal 4 in its respective Municipal Education Plan. A bibliographic nature qualitative methodology is used, with comparative document analysis. The results showed that the investigated city has an action plan for the policy development, although it does not include all the strategies of Goal 4. It is possible to say that the city planned the actions but did not provide transparency in the monitoring process.
