As a result of the Brazilian State Management Reform, the implementation of education policy funds and the vertiginous process of elementary school municipalization, several counties began to establish partnerships with the private sector. Among the partnership arrangements signed, the acquisition of the Hand-Out Teaching Systems (HOTS) involves hiring companies to purchase instructional materials and pedagogical-didactic advice. In this paper, guided by the theoretic- methodological principles of qualitative research and using textual analysis script, we seek to present the characteristics of Natural Sciences handouts produced by HOTS and adopted in a municipal school network. After the analysis process, we conclude that Natural Sciences handouts produced by HOTS do not satisfactorily fulfill quality criteria established by the National Textbook Program.
