Abstract

The article is about the treatment of the problem of access, permanence and graduation from the university at the Néstor Kirchner´s administration (2003-2007), Cristina Fernández de Kirchner´s administration (2007-2011 and 2011-2015) and Mauricio Macri´s administration (2015-2019). At the beginning, the article describe the main aspects of the political-economic model after the social crisis of 2001 in Argentina and the main guidelines of university policy during the Kirchner´s administration. It is suggested that in its early years it maintained an inertial policy towards the university environment, which was later reversed. Thus, during the cycle of Cristina Fernández de Kirchner, were implemented measures to address the problem of access, permanence and graduation that marked some ruptures respect to the neoliberal university logic of the 1990s. Then, it reflect on the Mauricio Macri´s administration (2015-2019). It is described some political features that allow characterizing that government as a new right and shows the regressive sign of its university policy, particularly in the treatment of university access, permanence and graduation. The information was collected through documentary inquiry. In addition to documents from the Secretariat of University Policies (SPU) of the Ministerio de Educación de la Nación, legislative projects and debates, sanctioned laws for the level of higher education, evolution and characteristics of coverage programs and declarations of public officials were considered. The article concluded that the Mauricio Macri´s administration reproduces the liberal model of equal opportunities that implies reinstating meritocratic criteria in public policies and, particularly, reducing the right to university education for popular majorities.
