This article discusses the challenges of the policies of access and permanence / inclusion correlating with the current policies of expansion. The investigations undertaken in this work are based on the activities developed by the researcher at the Center for Studies and Research in Higher Education (NEPES) and driven by the hypotheses undertaken in the Productivity Survey UNESA (2017-2018) which involves examining the data and public policies of public institutions - universities and federal institutes - and private institutions of higher education, mainly those that do not offer research and extension. For this, we used the database of the Anísio Teixeira National Institute of Studies and Educational Research (INEP) of 2016, as well as researchers in the field of higher education.
