The higher education funding has been challenging all countries governments, and the challenges bare to be even greater for African countries. The changes in political regimes in Mozambique have influenced higher education funding models. From document analysis and empirical data, it aims to reflect upon public funding characteristics in the socialist period, that culminated in the shift to shared funding (public and private) in the market economy period. It can be concluded that, despite the current cost sharing policy presents some socialist period marks, the prospects reveal that the intention is to break with this dual funding model into a per-student tuition billing model. This leads to a reflection on which model would be ideal for the social and economic context of the country, so that access and equity issues are safeguarded for the majority of Mozambican families.
