Democratic management is one of the principles that guide education systems in Brazil. Based on this premise, the objective of this article is to analyze how school supervisors in the city of São Paulo conceive and evaluate democratic management in the activities they develop in educational units, in the Regional Board of Education (DRE) and in the relationship with the Municipal Department of Education (SME). In methodological terms, we applied questionnaires to school supervisors in São Paulo city, asking them about their practices, including participation in democratic instances of educational units, DRE and SME. We used a qualitative approach to analyze the data collected based on the categorization proposed by Bardin (2011) and Szymanszki (2018) and an interpretation of the results supported by the analysis of the content and the speeches. The research data indicated that in discursive terms the supervisors understand their activities as democratic, however, they have experienced the tensions and disputes arising from a historically autocratic position when realizing the need to oppose this construct and defend democratic foundations in their action.
