The present research presented in this article intended to analyze the application of revenue from the minimum percentage of taxes for the financing of the maintenance and development of education by the municipal governments of the Centro-Sul Fluminense and Costa Verde Regions in the year 2020, in the midst of the covid-19 pandemic. It is noteworthy that in that year the school institutions were closed for classes. Facing the biggest pandemic of the 21st century and the guidelines of the National Education Council, most municipal governments of the aforementioned regions adopted non-presencial teaching as a strategy to maintain education in the pandemic. However, this research reveals that all 13 municipal governments analysed illegally and improperly applied revenue to education in 2020. Moreover, not all of them adopted measures, from a funding perspective, for the implementation of non-face-to-face teaching and those that did applied the resources to printing services, which denotes that such governments had as their main measure for non-face-to-face teaching the delivery of printed materials. However, most governments in these regions adopted remote education, but did not invest in it, so this responsibility, from the perspective of its financing, fell to parents, guardians, students and teachers.
