The present text aims to analyze the relationship between educational planning, systemic management and valuation of education professionals in Brazil. The process of joint claim of education systems and plans in the country is discussed initially. Then, with methodological support in Content Analysis, we developed inferences about PNE (2014-2024), with emphasis on both the exercise of interpretation of what is explicitly announced through this Educational Policy, as well as for the projections regarding its probable refutations especially on the teaching category. It is concluded that, in view of the need for coordination between the federated power entities for the purpose of enabling PNE's goals and strategies, it is essential to establish the National Education System, which will assume the responsibility of carrying out the Regime of collaboration in the management of educational policy between the education systems established in the three administrative spheres, according to the provisions of the 1988 Federal Constitution, LDB / 1996 and PNE itself. It is hoped, with such a providence, to ensure that the attention and responses to the educational demands, here being highlighted to those referring to the valorization of the education professionals, are systematically incorporated by Federal, State and Municipal management, thus avoiding that Local Government, economic sphere of the federation, assume in isolation the tasks that, in respect of federative principles, constitute a responsibility to be shared.
