This work analyzes the actions and actions of the Fortaleza Municipal Council of Education, in the State of Ceará, in the period (2014-2016), with the aim of problematizing and identifying whether it presents itself as a public space of social control and control, as a mechanism of popular participation, it also seeks to understand the possibilities of Democratic Management in a context of capitalist society (in full productive restructuring), riddled with policies that aggravate the Brazilian social crisis, such as the reforms and counter-reforms that reinforce the exclusion of a large part of the Brazilian population from the process educational. Methodologically, this is a qualitative-quantitative research, whose instruments of analysis are the minutes of the meetings of Municipal Council of Education of Fortaleza that took place in the triennium 2014-2016. It concludes from the documents and data obtained through the UNCME, that although it is still an imperfect instrument - considering that there are institutional problems for its installation, action and action , the council consists of a public space for social control and management (democracy in the liberal conception) and becomes an embryo for a collegial management, in which an articulation with the interests of the community is possible.
