The purpose of this paper is to analyze the conceptions and the role of the State in its present time, aiming to understand how the formulation of social Policies take place and the implications on the educational field. This is a study bibliographical and documentary that uses the explanation about the elaboration and implementation of the Pnaes, to exemplify the relationship between State e social policies. The results indicate that the Pnaes it is a social policy implemented in federal educational institutions with the goal of reducing the difficulties faced by students in situations of social vulnerability. We concluded that the State and government combine interests to the materialization of programs and actions destined to minimize Social fractures, by means of policies that favor the democratization access to higher education, including, recommending the permanence of students at this level of education, having as one of its programs the Pnaes.
