This article discusses the materialization of the Educational Tutorial Program (PTE) for the continuing education of teachers of basic education in the municipality of Manaus (AM). This is the synthesis of empirical research results. Challenging the implementation of the Expansion and Educational Improvement Project of the Public Network of Manaus (PROEMEM) in the municipal public school of Manaus, evidencing the logic of the educational market. These movements explain the conjunctures set by international organizations in the process of globalization of educational reform, playing the ideological role of propagators of neoliberal ideals. Its objective is to analyze the materiality of neoliberal policies established by the implementation of PROEMEM in the Municipal Department of Education. The critical study presents through theoretical analysis and documentary discussion about the principles that allow to choose the partnership with the private sector in the stages of the basic education of the municipal public education in Manaus, with the analysis centered in the categories of the public and the private in the education.
