Abstract

This paper discusses the Polytechnic High School (EMP) implemented in the State Network of Education of Rio Grande do Sul (REE-RS), Brazil, in the period 2011-2014. We analyze the basic assumptions, intentionality and main results of this educational policy. Dialectical historical materialism is the theoretical-methodological basis of research. It is a qualitative investigation. It has as sources of data the documents of the State Secretary of Education of Rio Grande do Sul and the Ministry of Education of Brazil. The empirical material was compared with research carried out on theses and dissertations that focused on the studied policy. The analyzes reveal the counter-hegemonic content of the policy and demonstrate processes and results that impacted on the educational indicators in the period, as well as the first setbacks verified by its interruption. We perceived that the subjects involved lived tensions and conflicts and carried out advances and retreats. However, educational indicators have tended to improve with the implementation of EMP, reducing exclusion due to dropout and disapproval in High School. Likewise, the results show the worsening of the indicators with the demobilization of this policy from 2015. The article can support future research aimed at analyzing changes in the formulation, implementation and evaluation of educational policies.
