Resumen

MATTOS, Miriam de Cassia do Carmo Mascarenhas  y  SILVA, Maria Cristina Rosa Fonseca da. Precariousness and privatization of public policies in distance education. Educação. Santa Maria [online]. 2020, vol.45, e35216.  Epub 17-Jul-2023. ISSN 1984-6444.  https://doi.org/10.5902/1984644435216.

Bibliographical doctoral study that contextualizes the public policies in the scope of education and the EAD, reflecting on its privatizations. It presents some studies at the international level and relates them to the policies in Brazil that are directed towards the State's lack of responsibility. The financing of higher education has been stimulating measures that accentuate the internal privatization of institutions while at the same time deepening the process of entrepreneurship in higher education, through the expansion of the number of private courses. As an example, it describes and analyzes the case of the Kroton educational group, the largest company in the world wide area and in the branch of EAD in Brazil. Their results show that public educational policies have favored large companies, which have been making even greater profits from the precariousness of education. It concludes that the most recent flexibilization policies come to favor the growth of the EAD in Brazil, which can gain a strengthening with the offer of high school in this modality, recently approved, thus marking a neoconservative conjuncture and mercantilization of education.

Palabras clave : Distance education (EAD); Public policies - EAD; Legislation - EAD.
