This paper presents, discusses and analyzes the term co-management inscribed in the regulatory decree of the Special Assistance Program for Early Childhood Education (PAEEI), implemented in Campinas-SP, in 2007. Through the analysis of the text of the law, of the documents that regulate it in the period from 2007 to 2014, and from the bibliographic survey, we compared the “administrative” characteristics of this Program seeking tomake it clear that the appropriation of the Word by the legislators does not match the social and historical construction of the concept of co-management. We found that the current Program corresponds to na explicit privatization process, as it transfers the management of public early childhood education equipment to the private sector with government subsidy, materializing the managerialist logic defended by the hegemonic sectors that aims at “flexibilizing” public management and transforming education into commodity.
