This study discusses accessibility indicators in Brazilian federal university libraries and evaluation processes in the context of inclusion conducted by the National Institute for Educational Studies and Research Anísio Teixeira (INEP). In this sense, the general objective was to evaluate the public inclusion policies implemented in university libraries and the evaluative questions pertinent to accessibility. The research data were collected through an online questionnaire sent to 25 (twenty-five) library system coordinators of Brazilian federal universities and 31 (thirty-one) INEP evaluators. Also the Directorate of Higher Education Evaluation (DAES) and the General Coordination of Evaluation of Undergraduate Courses and Higher Education Institutions, through semi-structured interviews. They were analyzed, contextualized and interpreted based on the fundamentals of content analysis, resulting in the categories; conception of the policy of inclusion in university libraries; physical accessibility; informational accessibility; accessibility of services; attitudinal accessibility; INEP evaluation and inclusive institutional policy. Advances, weaknesses in accessibility, inclusion and evaluation in university libraries have pointed to the need to implement an inclusive institutional policy in the Library Systems of Brazilian federal universities, in order to eliminate barriers and guarantee the right of equal opportunities for all.
