This article aims to analyse the route taken by the municipality of Duque de Caxias (RJ) to put in place the selection of directors of municipal schools after approval of the National Education Plan (BRASIL, 2014) and the Municipal Education Plan (DUQUE DE CAXIAS, 2015). The article presents the different ways in which headmasters were led to the direction of schools in the years 2015, after approval of a decree by the mayor and, in 2017, as a result of the approval of the law. These movements demonstrated the way headmasters were selected between the election and public consultation, indicating the possibility of democracy being understood from the perspective of a scale with greater or lesser intensity, extending this analysis on the participation of subjects in the political process.
