This paper aims to problematize the constitution of the Basic Education Chamber of the National Council of Education in the period of elaboration of the National Common Curriculum Base for High School (2015 to 2018) from the perspective of a political elite according to Hannah Arendt's definition. It is characterized as qualitative research of the documentary type. It is adopted as sources of analysis the Lattes Curriculum of Directors and Ordinance No. 187, of March 13, 2012; No. 323, April 9, 2014; nº 174, of April 4, 2016, and nº 103, of February 8, 2018, of the Ministry of Education. It is used the software Gephi as an aid tool.The results indicate that the aforementioned Chamber of the National Council of Education was formed from the indications of institutions with education concepts aligned with the Federal Executive. It is concluded that it distances itself from a political elite in a democratic sense, mainly due to the contempt for plurality in its formation and the failure to establish channels of public dialogue that could guarantee the right to participation and representation of society in the analyzed period.
