The aim of this article is to analyze the relationship between New Public Management and bureaucracy in the Support Program for Restructuring and Expansion Plans of Federal Universities (Reuni), with reference to the Federal University of São Carlos (UFSCar). The methodology used in the research was document analysis and semi-structured interviews with nine agents who worked during the implementation period of Reuni at the University from 2007 to 2012. The central category of analysis was performativity, being subdivided into four subcategories: regulatory processes; remote control; evaluation processes; and accountability. The results show that the actions taken by UFSCar aiming to increase its performance, to reach the indicators, internal and external, to the policy, resulted in the intensification of the accountability process by the University, reinforcing the old rigidity and control arising from of the bureaucratic model by creating a parallel world of accountability in the face of the performativity results required of the sector.
