The present research aims to describe a scenario prior to the aforementioned legislation, presenting data on special education students (SES) in higher education, especially in undergraduate courses. In order to achieve the objectives, we made quantitative and qualitative, descriptive and exploratory research. With the results, it was possible to verify that, for the most part, the enrollments of SES proportionally follow the same trends as the enrollments of students in general in undergraduate courses, except for the academic shift. When analyzing data by states and regions, the differences stand out, more than when the analysis is carried out nationally, that is, the more the analysis goes in a micro field, larger are the differences in relation to the national average. We hope that the present research can support future evaluations about the SES in higher education and, with that, base public policies for the effective entry and permanence of this public in this level of education.
