The decision of the frontline agent about when to conform to the rules of the State or when breaking them in terms of perceptions about the individuals served can be understood as a discretionary practice that influences the results of public policy.That indicates the importance of investigating this phenomenon in actions performed in the provision of public services. In this article, we sought to analyze the perceptions and judgments of these agents in their actions of establishing the users’ identities, the professional identities and the forms of assistance in the implementation of the policy of using the Brazilian Sign Language (Libras) in a federal institution of Higher Education, based on the theoretical reference on frontline agents (Street-level bureaucracy). Through the analysis of documents, participant observation and individual interviews, we identified categories and attributes that characterize the service to the users, noting that the agents’ discretion tends to make the policy more inclusive in relation to the regulations on linguistic accessibility.
