Thinking about the enactment of the Law of Guidelines and Bases of National Education (LDB) in 1961, the subsequent versions and impacts for the área of Special Education, it was problematized how the political transformations that occurred between the decades of 1950 and 1990 influenced the course of the different documents of LDB versions and in the construction of chapters for the area of Special Education. For this, this article aims, from a historical and political contextualization at the time, to describe and compare the advances and setbacks contained in the chapters intended for Special Education in the three documents promulgated of the Law of Guidelines and Bases of National Education. Thus, through a descriptive research with documentary and bibliographic analysis, the present work presents the historical, political and terminological transformations that occurred in LDB 4.024/61, LDB 5.692/71 and LDB 9.394/96, with regard to Special Education. The results point to the direction and disengagement of the State with the education of special education students. It is concluded that historical-political transformations have a direct impact on the way special education is viewed in the educational field, as well as on the terminologies used and on the services provided to the target public.
