This article discusses the moral states of Kohlberg, in order to understand issues related to the development of the democratic conscience. In a world in which values are often denied, or are limited to the individual aspect, taking a relativist ethic, it is appropriate to identify how the mental reasoning operates when faced with the challenges and dilemmas faced in daily life to understand how the personal construction of democratic conscience enables the productive performance of the working subject, the capacity to make decisions, resolve complex problems and deal with unexpected situations that arise in daily life. Thus, from a social perspective, this study will consider the levels as follows: The pre-conventional level, which involves social approval; the conventional level, which is concerned with the loyalty of individuals, groups and authorities; and the level postconventional for the welfare of others and the society. A basic value, both at conventional and post-conventional levels, is trust.
