The objective of this paper is to analyze the current policies concerning the relationship between early childhood education and special education, based on data from the School Census of Basic Education, published by the INEP/MEC between 2007 and 2010, which gives the distribution of enrollments between kindergarten and pre-school, type of schooling, and type of disability. The most significant findings were the low rate of enrollment of students with disabilities, the significant incidence of enrollment in segregated systems, and the higher concentration of enrollment in pre-schools compared with kindergarten, which led us to conclude that these problems affect not only the quality of teaching in kindergarten and preschools, but the whole process of education of this population.
